The Alliance for Boys and Men of Color, California Opportunity Youth Network, Youth Will and Unite LA are gathering organizational sign-ons in support of AB 805 (Fong), which establishes the Career Apprenticeship Bridge (CAB) Program and advances key recommendations from the California Youth Apprenticeship Committee.
The California Youth Apprenticeship Committee was created through the 2021–2022 state budget (SB 191) to develop a statewide youth apprenticeship system connecting education, workforce development, and employers. In November 2025, the Committee released its final report, The California Youth Apprenticeship Model, outlining 18 recommendations to strengthen and expand youth apprenticeship pathways across California.

On April 24 the California Workforce Development Board (CWDB) issued Workforce Services Information Notice 25-27 seeking public comments from stakeholders on recommendations for improving outcomes for Opportunity Youth as part of its efforts to implement ACR 16 (Fong, 2023) - legislation COYN passed requiring the state to develop a comprehensive plan for serving OY. This is the first time in a long time that the state has sought recommendations from stakeholders and represents a unique opportunity for COYN members to weigh in and inform state policymaking. Concurrently, COYN and CWDB, along with the California EDGE Coalition, are facilitating a working group to develop a "Best Practice" Policy Brief that CWDB will issue later this year providing guidance to local WDBs and their partners on effective strategies for serving OY. The public comments received through this Information Notice will directly inform the development of that brief.
We are excited to see the state ramping up its commitment to OY and we encourage all COYN members to submit comments to the Information Notice before the July 1 deadline.
